Why, its the supervillain "Mightier Pen," last glimpsed in a fanfiction excerpt as he was about to "sternly chastise" a taped-up Emp slung over his knee. Turns out he's more than just a fanfic alter ego; who knew?

The idea of Mightier Pen rattling off that whole speech before taking a good look around him is a bit of a stretch, but I liked the idea that this was a long-rehearsed declaration he's been dying to utter for quite some time, and thus he's being swept up in the moment. (Note that he's still editing the speech's wording on the fly in panel 1, very much like Ghost Writer was doing with his book proposal to Emp 120-odd pages ago.)
