Panel 1: Long-time Empowered readers will note that the sumo-looking rotted fella at lower right is likely a member of a certain group that appears later on in the series.

The cognoscenti will also note that the large-lipped cape at lower left is based on the sensory model of the cortical homunculus, which is (per Wikipedia) “a distorted representation of the human body, based on a neurological "map" of the areas and proportions of the human brain dedicated to processing motor functions, or sensory functions, for different parts of the body.” 

Panel 2: This page is arguably overdialogued, but I used this barrage of word balloons as a shortcut to convey a whole lotta capes addressing Emp, without burning pagecount on actually showing them doing so. Not the most artful way to handle this scene, but certainly an efficient one.
